SDA property: the drawing set for owners and providers

Specialist disability accommodation, or SDA, is one of the supports the NDIS may fund for some participants with an extreme functional impairment or very high support needs. The term means the homes, not the support services delivered in them. These sheets follow such a home from the owner’s and provider’s side: how it is enrolled, which building type and design category it is, how its design is certified, how its maximum price is set and how its provider is registered.

General information, not legal, financial, tax or investment advice, and nothing on these sheets estimates what a dwelling will earn. The official places to check are the NDIA’s guide to providing SDA and the SDA Rules on the Federal Register of Legislation.

The owner and the provider

Under the SDA Rules 2020, it is an SDA provider who may apply to enrol a dwelling. The two roles can sit with different people. If the provider does not own the dwelling, the application must name the owner, and the provider must certify that the owner has agreed in writing that the provider can enrol it and that the owner will not enrol it separately.

The provider has to be registered. The NDIA says providers need to be registered with the NDIS Quality and Safeguards Commission to offer SDA, and that the SDA rules require every home to be enrolled by the NDIA.

Victoria adds a definition of its own. Consumer Affairs Victoria explains that an SDA provider there is the owner or leaseholder of an SDA dwelling that is let, or proposed to be let, to an SDA resident under an SDA residency agreement or a residential rental agreement.

One home, five sheets

Where the official word lives

sdaproperty.com.au is a guide published by Dotto, drawn from the official sources listed at the foot of each page. The NDIA keeps the provider pages on enrolment, design and pricing, including its step-by-step page on enrolling a home. Registration sits with the NDIS Quality and Safeguards Commission. The SDA Rules themselves are on the Federal Register of Legislation, alongside the other instruments these sheets cite by section.
